On the river side, this is a public. The statue on the far right is a memorial to the Underground Rail, a system of pathways taken by African American Slaves to escape out to Canada. The people in the statue are eagerly looking towards Windsor (Canada) on the other side of the river. Apparently there is a matching statue on the other side, with figures welcoming the incomers.
