Most small children remain pantsless until potty-trained. But even then, kids run around in various states of half-nakedness until the age of adolscence.

For boys, this is the norm. Girls tend to be more modest (most of the time) but whether this comes naturally or if they are conditioned to be that way I'm not sure. Good picture!
