Once arriving in Kuwait most nationalities except travelers from the Gulf States (Saudi, Bahrain, UAE, etc.) have to obtain a visa at the airport before proceeding to luggage claim. When you find the visa counter upstairs you have to obtain a number from the self-dispensed machine to the left of the counter then wait your turn. You need cash, foreign currency is fine unless you are from some unknown country. I know USD and Euro are redially excepted. Once you collect your bags that will be scanned before you leave the terminal you can proceed outside to catch a taxi to town. Fare is about 10 KD.
If you like exotic cars Kuwait City is the place for you. It is not uncommon to see Ferraris all the time. You can even rent one.
