Janakpur (on the southern Terrai) is so different from the rest of Nepal. The terrain is flat and marshy. The climate is overcast, the dampness holding a lingering chill throughout the day. The peoples are far more Indian (& far more numerous). The poverty appears far more destitute. The atmosphere is more somber. It is as like a wholly different country - a different landscape, peopled by different peoples with a different culture - and yet it still maintains something distinctly Nepalese.
Perhaps it is the familiar incompetence.
