I was in Germany when I first heard this remark. I was attending a late summer early autumn course on land use planning in Dresden. Coming from a tropical country, I was only bringing a few knitted clothes, not so thick. I did not foresee the fieldwork that we will be doing where the wind's chill factor added to the cold. The occasional rains made things worse. Like the rest, I would have been less affected by the cold if I have thicker clothes.
I should be better prepared for this trip. It's late autumn and winter is just around the corner. Below is the weather forecast for Kobe.

I have invested on a bubble jacket, not so thick but it's enough to give you warmth in a 0 celsius environment. (Well the lady at Bossini said so.) My short stint at ADB also forced me to buy a few "winter clothes". It's really cold inside the premises especially since I was there during the rainy months. (And I also have to decide what I can bring for this Japan trip and what to bring for the Korea trip because they are just a few hours apart. I will be arriving 1:25 pm Friday, out of the airport by 3 pm, home by 5 pm. Must leave for the airport at 9 pm for the 1 am flight to Incheon. See blog on Seoul Solitude.)
