My visit to Livingston reminded me of the dire circumstances for dogs throughout Guatemala and probably in the rest of the developing world.  I do believe that the sick and starving dogs are in direct relation to the
local economic situation and thus can not judge the people and communities that treat dogs as flies on a pick nick table.

The problem with the dogs gets so bad that
every so often the police round them up and shoot them all.  Really the idea of "pets" is cultural and it is a privilege to think of animals as such.  What is interesting to me is that in the midst of all these dying dogs with hanging bellies after giving birth to many invisible puppies, as in Ive never seen any puppies, people will buy dogs as pets.  I get the distinct feeling that "street dogs" are considered almost an entirely different species and thus are seen more like the way rats are seen, as disease ridden pests to be rid of.  Of course, the pet owners have more money then most of the local population.

There are communities that have started spay and neuter programs and this helps tremendously.  Got a hankering for practicing in a third world country and/or starting a similar program check out Guatemala.  Your expertise would be nothing but welcomed.

your observations are right now, while i was living and growing up in mexico dogs fell into two categories - at least in my family (1) working dogs that herded and watched over the livestock herds and (2) the dogs that hung around the kitchen and yard eating scraps and hunting for their food in the mesquite 'monte', but even these dogs were fed much better than those i saw in town or in the larger cities. i think your idea of vets volunteering in 3rd world countries is a great idea . .. the start of a movement?
