We went to Santiago for several days simply to catch our breath a bit, and wait for a bus to take us to Argentina. The town itself is nice, clean, safe, you can walk around, nice people and good food.
I remember seeing policeman riding around on motorcycles with an Uzi on their backs in cocked position. Being in the military Alon and I were familiar with the safety kinks of the Uzi, in Israel this would have been a flagrant weapons safety violation (an Uzi is very volatile, it might go off if it simply falls, which as I understand happens on motorcycles).
The hotel we stayed at, like most hotels we stayed at, was the sort where people rent rooms by the hour. We made friends with the owner, who explained that in Chile it's sometimes difficult for married couples to get some privacy since large families live together, so they come to his place. Asking about the couples coming through the back door we just got a wink and a smile.
Overall:
Good food
Nice girls
Affordable

In the wake of the Maine incident, Congress hurriedly appropriated $50 million to prepare the nation for war. "Big navy" supporters, including the Assistant Secretary of the Navy, Theodore Roosevelt, ( hotelslines.com ) appropriated the lion's share of the money. Next, President McKinley insisted that Spain agree to a cease-fire with the Cuban rebels and negotiate a permanent settlement with them. After a slight delay, Spain agreed to the American demands. Two days later, McKinley asked Congress for authority to use military force to end the Cuban conflict. Essentially, this was a declaration of war.
