Valparaiso is a port city, the nearest one to Santiago, the capital of Chile and its largest city. So it is a very busy port, especially for cargo, and to a much lesser degree, a few cruise ships. It is an area of high unemployment, about 18%. According to the bus driver/guide this is because of efficiencies gained by the container method of shipping, and more overland cargo via truck. Therefore, less port jobs. There are about 400,000 people here, and the area definitely looks poorer than other communities I have seen.

Just down the beach a few miles is the resort town of Vino del Mar, the "Malibu of S. America", where wealthier Chilean's and probably others, own villas and vacation homes that overlook the water. A strong contrast to Valparaiso.
