This morning we were picked up at the hotel by a driver and consultant for the Ministry of 3 R's.  (Rehabilition, Repatriation, Reconstruction - I think)  The consultant is a Canadian of Somaliland descent who lives in Toronto and has been working with the gov't.  We met at the Minister's office (which used to be police questioning offices aka torture cells in the 1970's).  Here we had the Vice Minister, Director General, and two consultants who had been working on securing a plan to distribute the ShelterBox supplies.  They have identified three IDP settlements for aid and had already had meetings with the elders in those communities to identify what they called marginalized people in the settlement.  They were identifying the poor of the poor. 
Their solution to the challenge of how to distribute the supplies is to set up our distribution  points at the police stations and have 20 or so families come to the police station to pick up their supplies and get a demonstration on how to assemble the stoves and other supplies.  That's better than driving a big truck through the settlements and  stopping at only a few huts and making it really obvious that these people are getting supplies that others aren't.
